Tracy Siska

MA, Founder, and Executive Director

Tracy has nearly two decades of experience researching and working within criminal justice systems. When Tracy began pursuing a career dedicated to system reform, he found that no single organization existed to promote evidence-based discussions among law enforcement agencies and the communities they serve. Recognizing that citizens in Chicago deserved the right to demand transparency in their criminal justice system, Siska established the Chicago Justice Project.

Tarini Mutreja

Open Cities Scan Project Lead

Tarini Mutreja leads the Open Cities Scan Project alongside Leann Lee. She is currently a senior at the University of Chicago Laboratory High School. Tarini has been volunteering with the Chicago Justice Project for over three years, primarily helping push for accountability and transparency in our criminal justice system through both research and advocacy efforts. 

Leann Lee leads the Open Cities Scan Project alongside Tarini Mutreja. She is currently a second-year student at the University of Chicago studying economics and philosophy. Leann has been volunteering with the Chicago Justice Project since March 2020, mainly helping with promotion and graphic design.

Shlan Tekeste

Milwaukee Homicide Review Commission Lead

Shlan Tekeste leads the Milwaukee Homicide Review Commission Project alongside Layla Byrnes. She graduated from Northwestern University in June 2020 with a degree in Legal Studies. She has been volunteering with the Chicago Justice Project since October 2020, starting off as an active member and picking up the role of project leader in February 2021.
Layla Byrnes leads the Milwaukee Homicide Review Commission Project alongside Shlan Tekeste. A licensed social worker, she studies Public Policy at the University of Chicago. Layla has been volunteering with the Chicago Justice Project since September 2020, identifying ways to replicate the Milwaukee Homicide Review Commission Chicago.

Lizzy O'Hara

Sponsorship Project Lead

Elizabeth O'Hara is leading the Sponsorship Project. She graduated from Villanova University in 2019 with a BA in Political Science and has since worked as a Regional Organizing Director on Buttigie's primary campaign and Biden's general election campaign. Elizabeth has been volunteering with the Chicago Justice Project since July 2020 working on both the Police Accountability Ordinance Project and the Open Cities Scan Project.
Kamaya Howard is leading the CAHOOTS Project. She is currently a junior at the University of Illinois at Chicago and is interested in Criminology, Law, and Justice. Kamaya has been volunteering with the Chicago Justice Project since September 2020, mostly researching the non-police crisis intervention model CAHOOTS, which has been operating in Eugene, Oregan since 1989.
